Murals have been judged on their creativity, uniqueness, the impact/improvement they made to the area and the general finish/style. Mural designs were judged on the impact they're likely going to make to the area they are intended for, the likelihood that the design will be able to be reproduced well and the intended location of the mural (e.g. where it is going, why and does the mural design suit that location).
